Elected Officials

Carr Everbach, WSSD School Director, Region 1
Carr is a professor of engineering at Swarthmore College and the father of three children in the W-S schools. He was appointed to the school board to fill the unexpired term of Jon Auritt, then elected by the region’s voters to continue on the board in November 2007. Carr currently serves on the Community Liaison Committee. He is also providing technical information to Joe Sestak in connection with the FAA flight plan proposal for the airport. Carr is running to ensure that Nether Providence and the W-S School district remain a wonderful place to live and raise a family and to insure that the district focuses on cost effective quality education.

Carol Carr, WSSD School Director, Region 1
Carol Carr was elected to the school board in 2005. She currently serves as treasurer.

Michael Reilly, WSSD School Director, Region 2
Michael was appointed to the Wallingford Swarthmore School Board in January 2007, then elected to continue in his seat in November 2007. He currently serves as the president of the school board. He is a research scientist and Assistant Professor of Medicine at Thomas Jefferson University. He has actively participated in the school community through the Visiting Scientist program for the elementary grades, and as an instructor for Hands On Science Outreach, an after-school science enrichment program for elementary students. He has two children in W-S schools.

Sallie Anderson, 2nd Ward Commissioner
Sallie Anderson was elected to the Nether Providence Board of Commissioners in 2005, and is also the chair of the Township’s Communications Commitee. She is an active volunteer in the community and a member of the Associates of the Scott Arboretum and The Providence Garden Club. She enjoyed a successful career in government affairs and corporate communications at ARCO Chemical Company and at Scott Paper Company. Ms. Anderson attended Dickinson College and has an MBA from Drexel University.

Frank Noyes, 3rd Ward Commissioner
Mr. Noyes is currently the vice president of the Nether Providence Board of Commissioners. He was appointed to the Board in 2006 and was re-elected to the seat for the 3rd ward in the 2007 election. Prior to joining the Board, he served for nine years on the Township’s Planning Commission, including six years as its chairman. He has lived in Wallingford since 1993, and his three children have gone through the Strath Haven school system from the Kids’ Place through Strath Haven High School. Mr. Noyes has been a practicing lawyer for 20 years, working at two of the region’s largest law firms. He has recently joined Eizen, Fineburg & McCarthy, P.C, a premier boutique business firm in Philadelphia. He graduated magna cum laude from Boston College Law School in 1986. He is an active member of Wallingford Presbyterian Church, where he teaches high school level Sunday School.

Lin Axamethy Floyd, 4th Ward Commissioner
Lin Floyd has served as president of the Nether Providence Board of Commissioners since taking office following her election in November 2005. She chairs the Board’s Finance Committee and also sits on the Township’s Recycling Task Force, a group she helped to establish. Lin is retired from the DuPont Company after a 20 year career as a patent attorney specializing in industrial biotechnology. She is an adjunct professor at Temple University’s Beasley School of Law. She has earned degrees from the University of Rhode Island (BA), Pacific Lutheran University (MA), and Temple University (JD). Lin is a past chairperson of the Delaware County Women’s Commission. Lin and her husband Harold have been residents of Nether Providence since 1985. Their two children attend school in the WSSD.

Matthew Sullivan, 7th Ward Commissioner
Matthew Sullivan emerged as the winner of the first election for Commissioner of the newly formed 7th ward. He began serving his term on the board in January 2008. He currently chairs the public works committee. Matthew brings a wide range of professional experiences to the table. He has a degree in civil engineering from Lehigh University and has both an MBA and a law degree from Temple University. He was worked professionally in the fields of civil engineering, construction litigation, and environmental and land use law. Before relocating to Nether Providence with wife Stephanie and daughter Addie, Mr. Sullivan served on the planning commission in his Bucks County community. In his spare time, he competes in triathalons.
